If I wanted to buy the trailer and bring it back home empty, I wouldn't NEED to have the trailer brake controller... it just wouldn't brake, right?

That's right. Brakes would be there, just wouldn't work at all without the controller hooked up. Pulling it around empty or for light loads you'll be fine without the controller.


I've towed many cars and trucks without trailer brakes. Just not near as safe to do so.
