Brake issues

So, I'm having some brake issues. The brakes on my 78 are real short and not returning all the way up sometimes. Also springy like there's air in the lines.
When I pump them and they don't return all the way, the dummy Brake light will come on. If I nudge them them partially back up with my foot under the pedal, it goes off. Sometimes they pump up and sometimes they don't stop well at all. Any ideas what all it might be? Bleeding the brakes again is a definite. Thanks to whoever responds. God Bless

Brake light indicates an imbalance in system pressure. With the pedal not returning and brake light warning, master cylinder.
