It sounds like the bendix in the starter is bad, it’s like a clutch mechanism. Parts stores can test for amp draw etc but I’ve never seen a machine that will test the drive operation. I’d insist they swap the starter, it’s under warranty so nothing lost except another r&r (it doesn’t work) and the drive to the store.
Note: from a parts store perspective, there is a difference between “rebuilt” and “remanufactured”. Remanufactured is theoretically better because it’s been completely overhauled vs fixed but ultimately cheap parts are cheap parts.
