need some help 350 build

pretty new to posting on the forum
heres what i have
-78 C10 Scottsdale 2WD
-TH350 fresh rebuild
-12 bolt rear end, factory gearing, one tire fire
-350 .30 over, less than 15,000 miles
-crap cast heads (i forget the cast # but they have to go)
-rv cam
-1406 600 cfm
-jegs electric fuel pump and RCI 16gallon cell
MSD HEI.
the truck doesnt run for more than a couple mins right now, something top end, i believe vacuum related, I'm tired of dealing with this set up.

My plans are
same block
a pair of 1999 vortec heads, fresh machined, tech says ready to bolt on onve i bring him the springs and retainers.
268comp cam (cl12-268-4),
26915-16 springs,
787-16 retainers,
pc2032 hurricane vortec aluminum intake
same carb, same HEI
66917c gear drive
possibly a 2800 stall
the cam comes with lifters, and wanting to use the same push rods (is this a huge error, or fine?)

my intentions are stop light to stop light and 1\4 mile runs. Is this the best build? i have a low low budget, im not an idiot, but im far from an expert.

That's a lot of cam for a truck. You are probably better off with the 12-256-4 with 300/411 hp/tq rather than the 12-268-4 with 308/390.

If you go with the 12-268-4, put a 2000-2200 rpm torque converter on it so you don't have to push it started. A 2800 rpm torque converter is probably too high.

12-256-4 will run on the stock torque converter.
