We have a 1986 Chevy c-30 3+3 dually with a 454. When we are pulling our 23' bowrider boat I noticed that it really struggles to accelerate uphill.... It'll go from 65 mph down to 50-55 mph on a gradual incline..... Not sure if this is common or not.
As far as I know it is bone stock. Should I change anything to give it a bit more horsepower? The boat only weighs 5,000 with trailer..... Seems like it should have no problems pulling it.

Yes sir. Mark IV thru 95, and Mark VI started in 96 on the Vortec motors.
Scratch the generation lingo, that is incorrect.
