Yes, flooring it is correct.
Try bending the choke rod that goes to the vacuum pull off, so that it is in about the middle of the slot, see if that makes a difference. I am just guessing at this but, I think with that choke rod bent right tight against the pull off, might be interfering with the operation of the choke.
Someone correct Me if I am wrong.

Yes you are wrong

Admittedly, I am not good with carbs...

I fully rebuilt the throttle body in his crew cab in 45 minutes and it took that long because I was teaching him how to do it.

I know its supposed to be bent some but the bend in it seemes excessive. I wasn't implying it should be straight. I'm not implying to bend the **** out of everything I am sying someone already did and it's all jacked up.

The rod to the choke plate is supposed to be bent like madogre said. I guess I didn't remember how much tho. I still thing the linkage fron the choke spring is wrong tho. Sorry for any misinformation on my part.

Quick update. I bend the rod back in to what I think will work... But I find out the cable to the distributor cap was yanked. Which I will be replacing soon
