When we try to pop the rear glass with the blazer turned off the actuator will not pop the glass. He has to start it before the button will pop the glass. With it turned off, we can here it attempt to release the glass.

Anyhoot, any idea where we can find a new one? When I search we’re only finding stuff for full size blazers and/or stuff for the 2nd gen.

Have you tried the dealer? It's a long shot, but there's a chance that one is still sitting on a shelf somewhere. Otherwise it's probably a junkyard thing.

So, when the truck is running, there is more voltage. That could crutch a weak solenoid. But, it's also possible that it's non-ingnition power source has an issue. I'd try putting a good and powerful battery charger on it while you operate the electric release with the ignition off. Or maybe just jumper cables to another running vehicle if you don't have a good charger. If that gets it to operate, then the solenoid is likely just weak. Or possibly a poor ground connection. But if it still doesn't operate with the ignition off, I'd lean more towards an electrical issue.
