Can a 1980 k10 4in lift work on a k5 blazer? If so what years would it work on and would it still be 4in or would it be higher or lower?

Pretty much everything from 73-87 is swappable and can be used on one to the other.

With a blazer I've heard there can be driveline issues with the front and rear shafts.

Also depends on what the 4" lift consists of.

It's a rough country complete lift blocks rear new springs up front raised steering arm new shocks would it still be 4in on the blazer?

Well it will be a 4" lift but how much you actually get depends on your rear springs and if the front springs have sagged at all.
