Intake 3 way tee port and other

Hello. I have a 1978 k10 5.7 350. So I have a tee directly between carb and distributor. The top has a metal line which I believe goes to the transmission. The left side goes to a black ball looking thing. The right is plugged at the end of line and have no idea what it connects to. Also there is another rubber circle that attached to the carb throttle lever and the hose is not connected. Do i need that. Just trying to delete all useless things not that i dont need emmisions and have a new carb.Thanks.

The black ball thing is your vacuum canister for operating the flaps for the vent/heat/defrost/etc. functions. Pictures are always helpful.
