E-brake sticking after rebuild

Ok, not seeing this scenario and thought I'd ck for suggestions.
Rebuild rear brakes @ betty blue build.
Problem just started happening...
Released the parking brake before pulling out of the garage, but it was still ingauged. I was thinking are rear drums too tight? Moved her forward, still holding, again and they Released. Release lever and foot pedal come up, so thinking something at drums. Happened again, when I took my daughter to the pool.
This is drivers side done.
I reused shoes, little wear, and may have gotten the two hold down springs backwards.

I learned about drum brakes from an old timer mechanic. You take both drums off, but only work on one side at a time. That way you can always compare what you have done to what it looked like before you started. This ensures that you always get all the parts back in the same location and orientation. As for the parking brake sticking, lift the rear tires off the ground, and apply the parking brake. Then release the brake. Then spin the back wheels by hand. Which one is sticking? Then pull both drums and see whats different on the sticking one VS the non sticking one.

Crawl underneath and pull on the cables by hand. They should retract completely when released. I replace many cables when doing brake jobs. It's one area that seems to get easily overlooked.

Okay, thought about cables. Didn't know if there was a location I may need to dry silicone lube or something.

If emergency cables stick and don't return completely the self adjusters will take up, over adjust and wear the shoes out. This is one item that can't be repaired, replace. Did look at the assembly pictures nothing obviously wrong sticks out.

The inside of your drum brake looks better than the outside of my trucks.

It may be just my eyes, but your e-brake bar looks a little wonky and right hold down spring / nail.

Sh*t it is July.
Rear end is up on jack stands to see if e- rake is sticking or brakes themselves...last time out it occurred when NOT using E-brake before taking off. Taping brake pedal released.

Put key to run and put in neutral, tires move. E-brake stops tires from moving. Releasing E-brake all good, multiple times.
*while in run stomp brake, release and see if locking up, no.
Put truck in park and key back to off. Rear tries spin, wait WTF!
With truck NOT running I humbly ask why rear tires would move while in park or drive?!

In the picture you posted the parking brake is applied.

Here is what it looks like with the parking brake not applied. Look at the parking brake lever and the cable in your picture has coil bind as it does when cable is applied.

Hmm, I'm not seeing the difference. My parking brake wasn't applied in my pic. E-brake seems to be working and not hanging up.
Cables seem to be functioning. They definitely have tension (coil bind?) When not applied, and more so when applied to move pads outward.
My little blue spring on the horizontal bar is different.
That set aside; if correct, I was trying to understand why rear tires would move while trans in park, or gear? I'm not running the truck engine, just key to on.

Look at the parking brake cable and the lever it pulls. Yours is engaged somewhat. If the cables are free maybe you or someone before you adjusted the cables way too tight. Back the adjustment nut off. It is on the left side, inside the frame rail. That parking brake lever needs to be released all the way, then adjust the brakes. Once you have the brakes adjusted you can then adjust the parking brake.

The blue spring on the brake strut is different but that is not causing an issue.
