The large majority of the country could benefit from safety inspections. I'm not going to be a big advocate of it though. Because too many folks with halfway decent vehicles will end up getting hassled over piddly nonsense because the inspector has an authority complex.

Exactly. And a shitbox can still be safe, if it's even driven on the road very much on the first place.
