I do mine at night on a remote road. Travel a bit to make sure the vehicle is straight and adjust the high beams exactly where I want them (covering one at a time) for the best distance. Never been a problem for others as the low beams drop out of oncoming traffic's eyes.

Pull up to a wall (on a flat parking lot) about 3 feet away.
Use some painters tape and mark the center of the beam - horizonally and vertically. You'll have to do this once for high and once for low.
Back up to 25 feet and adjust so the center of the beam matches the tape lines.
Repeat for high beams.
I usually do this twice making new tape lines the second time.
