You're lucky because that's were it has to be - to remove the lock cylinder:

Looks like the steps are:

1. Pull the steering wheel
2. Remove the directional switch
3. Remove lock cylinder

All the pertinent pages from the 1977 service manual are below.

Steering wheel R & R:

Directional switch (NOTE - last part of DS install is on the first page of LC removal):

Did you complete the preliminary procedures as posted above?

The cylinder can't be released unless the steering wheel and directional switch are out of the way.

Yes ive got everything apart and it still wouldnt come out, so I blew out the internals with a hammer and a screw driver.I gradually pulled the internals out piece by piece. And it still wont release.

IDK - to offer any more help, I'd have to be there.

Here I found this;

Well I got the switch out with the advise of an older white man that said that when the car has the original switch from the dealership, there will no way to push the retainer clip that allows the switch to be pulled out. I had to break a piece about a quater of an inch by the thickness of a dime of the soft thin pot metal that hides the retainer clip. Once I pushed the clip out the switch, it slid right out with no problem. I guess no one had ever replaced the switch on the car before

Got it all out and got the new one In, and what do you know? It didnt work, the new cylinder locked into the lock position and now it wont engage. I can just turn it from lock to run, and it just stays in the lock position. This is very frustrating.

At this point, it probably would have been faster if you had gone to the junkyard, pulled an entire column, brought it home and replaced yours.

They usually only go for about $50 -75. That's from the rag joint up to and including the steering wheel.
