What are these brackets on the rear bed cross member of my 84 C10 short bed step side??
What do they do, and do I need them?

The eccentric washers help keep the bolt from spinning, as soon as the washer sinks down in the wood some.

Bed adjustment.
One might suppose that, but the round holes in the bed cross members and the truck frame wouldn't permit much adjustment...........The bolt turning prevention seems like a plausible explanation......

Just an FYI...if you are going the custom route, you can either weld nuts inside or install the bolts before the wood and then you won't see them. I did that as well as used the hidden fastener strips on my son's wood floor fleetside and it cleaned up the look.

Now, the next question.......
My bed had steel sleeves/spacers on the remaining 6 1/2" carriage bolts.
I would think these were OEM, but LMC doesn't show them in their catalog.....
They are a pretty close fit to the square neck on the carriage bolts.
Should they be a tad shorter than the thickness of the bed lumber?
Gotta allow the bolts to get tight, but hopefully wood shrinkage over time won't
allow slop.......

What I did on mine was get a forstner bit the same diameter as the washers with square holes and counter sink them 1'16th to 1/8th inch so the washers will not spin. If you notice the square hole is not dead center but offset which makes spinning impossible when counter sunk. There are some instructions online (Mar-K has these instructions). Mine also had a couple of 10 1/2 inch bolts that mount through the frame.
