That does look like a tin cover. Edit: I looked online and that is a tin cover that keeps the nut from backing off with a 36 behind

Those should be 36mm but I use an SAE, you can rent a set of axle sockets from O'Reilly's/ AutoZone so you don't have to buy it to only...

I would, instead, switch to a 14 bolt Full Floating rear end with 13 inch brakes. More bang for the buck. J. B.
