Anyone have this problem? When I tilt the wheel up all the way no start. One notch lower it starts? Any ideas?

More than likely the ignition switch is slightly out of adjustment. Its pretty easy to do - with the ac duct removed you can probably see it at the bottom of the column, and with the ac duct in place you may be able to do it by feel.

It could be the switch adjustment, or it might be a problem with the ignition rack on the end of the key mechanism. The ignition key mechanism has a toothed section that turns the rack, which pulls on the rod, and then the rod moves the switch near the bottom of the column. The rack is cheap pot metal, and it can crack or break. It’s a cheap part ($12-15) but requires quite a bit of column disassembly to replace. Just look up GM steering column rack.
