Timing problem

I am working on a 1986 C20, 4.3, carbureted, HEI w/ coil in cap, auto. I am trying to install the distributor and can't seem to get the timing right.
Problem #1; there is no timing tab on the engine block. Looking at the front of the engine and working clockwise, where should the timing mark on the harmonic ballancer be? 12:00? 1:00? 2:00?
Problem #2; Where is #1 on the distributo cap? Looking down at the distributor cap and working clockwise is it the first terminal past the wire connection for the coil or the second?

I think the timing tab on a 4.3 is supposed to be at the 12:00 position.
