It look like welding spots for the screwWow, that looks pretty nasty. Have you replaced the inline fuel filter yet?
The regulator is a well known point of failure on the TBI, but it could have been jammed up with whatever that junk is. I would maybe think of replacing with a high quality adjustable regulator like the Jet one on Summit and also replace your inline fuel filter.
