87' Chevy c10 instrument lights not working.

I have a c10 i just bought and I've been trying to get it looking better. But i've come across the problem the instrument lights work. The turn signal lights work (Although one is stuck on), and the check engine light works. I've replaced the bulbs and they still don't work. I did find this wire hanging down that possibly goes to the fuse box.
Any ideas?

do you see where it says panel lamps rear defogger? try hooking that wire to that (labeled D on the diagram) its pointing to it

Just did that, still nothing turned on.

Just did that, still nothing turned on.
then your truck has been touched inappropriately by the PO and youre gonna have to start identifying wires and finding them and figuring out what has been manhandled.

Do the taillights work?

Check for power on the 4 amp fuse with the headlights on, and the dimmer turned all the way up. No power and the taillights work? Pull the headlight switch and check for power supply n the green wire of the headlight switch. No power? Replace the switch.
