It sounds like you need to find a good reputable mechanic that is good with older vehicle braking systems. Most vehicles now have 4 wheel disc and that's what most mechanics have dealt with for years and that's what they know. You have discs on the front, either the calipers are bad, the pads are back, or the line has collapsed. With drum brakes you have a proportioning valve, cylinders at each wheel, a ton of springs, an adjuster to set the distance that the shoe sits away from the drum while not applying the brakes, and the shoes themselves. Ive watched many "mechanics" change the shoes and springs and never adjust the shoes or set it to far away so the shoes barely touches the drum.
