I have seen pictures of the defroster damper door having a sheet of foam rubber pad on it.
But in the excellent sticky of heater box photos, there is only a strip at the end away from the actuator.
This would prevent a metal on plastic slap when closing, but not completely seal off the opening.
Should there be a complete sheet of rubber on the top of that door or just a strip at the end ??

I removed the 3 OEM staples and re-used them to attach some felt material from 3M. Works perfect. I covered the area starting near the first single staple, through the stepped area and added about an inch to the end to seal against the heat box. It would fit between the box and the metal flap in your picture. I also made sure the flat part of the staple was holding down the felt.
