1985 step side c/10 bumper brackets

I bought the bumper and brackets and I am having a hard time figuring out how to mount the brackets

apparently these are the right brackets https://www.keypartsonline.com/73-87-stepside-rear-bumper-bracket-kit/ Will not buy from cjp again after 6 weeks of bs

I couldn't say for sure about the brackets, but the bumpers are definitely the same.
