Probably to make it as close to "finished product" as can be. One less step for the person who buys it, would be my guess.

Scuffed and primed for paint adhesion would be my guess. Or could just leave it and it somewhat matches the plastic grill shell.

If customizing, you can find guitar pick looking automotive wrap grade vinyl online. Will get as close as possible to the guitar pick laminate I’m redoing Lisa’s 85 C10 dash with. The cheap brushed aluminum stock stuff fell off in 2017…

I soaked mine in mineral spirits. It wiped right off after about a half hour of soaking. Used etch primer and the shot it with a black semi-gloss. I'm pretty happy with the way it turned out
