Why does a new starter come with an allen wrench ??

There is ZERO use on a starter for an allen wrench, but I suppose maybe someday it'll come in handy somewhere.
And at least they provide the wrong shims, the offset bolt starters like offset shims.

Maybe on some trucks they came with Allen head bolts just a guess though my dad had a 454 towtruck square body and the starter bolt bent somehow

I guess these days an Allen wrench is cheaper than round stock. It is used to gauge the clearance between the flywheel and the starter.

I just cut a little off the end of those shims, when using on an offset starter.
