what is this liquid and why?

The set screw by itself seals it from leaking just by the fact it is threaded then you add epoxy to the threads and it will never ever leak again

EDIT: I should add that also the epoxy between the threads will not come into contact with the fuel which is also an added benefit

I have tried the O-ring plugs myself without success.

Ok, so how would I troubleshoot it? :) I'm open to suggestions!

Take off the carb and if the fuel well plugs are wet and dirty they are leaking if they are nice and dry then they are not. It could be that you have leaking fuel well plugs and it is leaking from the fuel inlet area as well. Be observant . look closely for signs. Your eyes are what will find the source so look carefully.

Ps don't just take the carb off and turn it upside down to look at them as all the fuel from the float bowl will come pouring out all over you and every thing else too
