Clean the plugs, re-gap or get new ones and see if issue remains the same. More than likely you'll need some sort of head work. If compression is overly high you could have lots of carbon buildup and may need to "dribble" some water or tranny fluid down the carb to break it up but let others chime in with their opinions. Oil on plugs is never good. All plugs should be tannish to tannish white on a good running engine. If oil rings were bad then your smoke would be a little more constant.

yes, carbon can build up on the plugs and chamber that isnt yet solidified into hard to remove coke (carbon) , this helps get the RPM and temperature up to blast it off
If you drive very slowly and gently in the city for years, taking a modern vehicle with a sport mode on it for example and doing this will give you a plume of black smoke out of the tailpipe
