Mythbusters proved you CAN polish a turd, so Im sure you can polish steel.:shrug:

i would use a fine steel wool like 0000 to remove any rust but becarefull u can also use household steel wool soap pad make sure to use plenty of soap and water
or u could use emery cloth to get it to a satin finish
then use a polishing compound to give it the desired polish
