Is painting decades old seat belt a good thing? Will they still perform when needed?

I tossed the belts in my truck and put in new ones. I think better safe than sorry.

The belts in question don't have any kind of webbing. They are a piece of steel from end to end, with most of it being surrounded in a rubber/plastic. It's all molded together.

Cool. My post, however, I believe is relevant for web belts. In SCCA and other road race sanctions, seat belts must be replaced every three years.
