Depends on the pump and how fast you're turning the tool, you using a drill motor?

Should have more than 20lbs, is there a part on the bottom of the shaft with a slot?, if all you have is a shaft then you have a leak because you have an open galley there.

Ok, you've got a proper tool, is this a new motor?? you have a leak somewhere or maybe the pressure relief in the pump is sticking, or the motor is wore out?? You should be able to get full pressure just using a speed handle to prime it by hand.

Brand new rebuild brand new oil pump maybe my cheap equus gauge isn't reading properly or sticking it stops right around 18 lbs but I have seen it go much higher than that while driving

Yeah, with cold oil you should have big time pressure, lol, I would try another gauge first that would be the quick and easiest to try.
