Really dumb point, but it's possible if you were told a new tranny was dropped in: Is the linkage connected to the tranny? I could see a world where the tranny is in neutral and not connected to the linkage, though I think you'd feel that when shifting the column.

Not dumb. One question is, did it ever drive for OP or did OP buy it this way...

Its 2 wheel drive with a turbo 400 and you wont no what the heck this is but it has a dne2 which is basically overdrive for turbo 400

Ugh, I don't know maybe a bad park pawl. Others will need to chime in.

Drop the doohickey cover. Confirm TC and flywheel are bolted together, hopefully the front pump is engaged with TC, make darn sure the linkage isn't screwed up, get under the truck and look at the shift bracket on the tranny where linkage drops into, have someone engage the shifter. Does it engage all positions properly and smoothly, can also remove the linkage and move the lever manually to see how it shifts into the proper position. I know you said you topped it off but tranny has to be checked when warm for a proper reading. A pressure reading with a gauge would be helpful too.

"The TH400 (Turbo-Hydramatic 400) transmission typically holds:
6 quarts in the pan alone.
11 to 12 quarts total when completely dry, including the torque converter."

Did you remove/disconnect the driveshaft before toading it? If you didn't, you damaged the tranny.

Edit: I purposely said toading instead of towing. Staying with the theme

Timing cover has nothing to do with the transmission, did you mean pan, or inspection cover?

Hahahahahahaha timing cover, hahahahahaha, Yup, I'm old. I meant the doohickey covering the flywheel / TC, there's a lot of names for that cover, and you guys rock!

And it rolls in park so that can only be a couple things.

Ya, that narrows it down big time. It should be easy to locate the problem now.

Assuming that your not missing any parts, maybe a broken axle, blown diff, damaged trans?

My guess is that it has something to do with the shift linage, either internally or externally of the trans.

Or what Dingo said - T-Case in neutral, that would do it.
