Electrical panel under the dash???

My next door neighbor has a 99 3/4 Suburban. He is installing a usb charger, he asked me for some assistance in the best place to make the connections. I was kinda surprised there were no accessory power cavity’s in the fuse box, I did find this panel under the dash


I assume the plug cavities are for optional equipment or lighting. Just curious if anyone in readerland knows what they are for. His truck is pretty heavily optioned, just curious what might plug in

The power distribution center is probably under the hood. You might have better luck there.

He decided to use a add-a-fuse jumper abd powered the USB port off the radio circuit. I never thought to use the power distribution under the hood.
