I have an '85 C-10. Wipers would not work on variable speeds and would not turn off unless I manually turned the wiper control on the steering column to the off position and held it there momentarily and the cruise control did not work. Mine has wipers/washer/Cruise control/turn signals. First thing I did was changed the wiper motor, no help. Next thing I did was changed the wiper/turn signal lever which I got from LMC ($22.95). After I removed the horn button, steering wheel and the shaft lock plate cover, I then moved the turn signal cancellation cam out of the way, carefully! I also have tilt-steering. What I discovered was that the cruise control wire bundle from the turn signal lever had been completely severed. I have heard this could be the result of the tilt steering, however, with a bright light, I was able to retrieve the top portion of the wire that goes down through the steering column to the cruise control relay at the bottom of the column. I gave up on trying to feed the wire bundle on the new lever down through the steering column, so cut the wire bundle on the new lever and spliced the two together. The wire bundles contain four wires. Red, Blue, Green, and Yellow. I spliced together the matching colors, wrapped them individually in elec. tape and stored them under the cancellation cam. Put it all together and on the functional test flight, discovered that everything worked like brand new! Good luck and take pictures as you take it all apart!
