Many places do/did. Hypertech, Turbo City and Jet come to mind... But people way more knowledgeable than me say that there was hardly anything that actually got changed from factory on many of those older chips. Is the engine stock still?

Personally, I wouldn't worry about a custom chip just yet and would focus on other areas for a performance boost. But if you want to try a basic chip to liven things up a bit, I'd recommend talking to Brian at TBIchips.com. He has treated me well in the past.

A stock replacement is the only thing worth buying mail order
Mail order performance chips for these TBIs are a waste of money. Even the tbi ships site listed above has a write up about them being only a minor change and only in one specific rpm range shows an increase.
you would benefit more from changing the heads to lower cc and raising the compression than you would a mail order chip.
