87 Chevy V10 Fuel Gauge Reads Always Full

I bought an 87 V10 this summer and the fuel gauge has always read past full at the 3 o’clock position. It’s the tbi setup with fuel pumps in each tank. Both pumps work fine and I’ve cleaned both grounds for the pumps. No change. I swapped out the fuel gauge in the cluster with another and it’ll still move to the 3 position when the key is turned on. I’m stumped. Where do I go from here?

3 o'clock is an open circuit. 9 o'clock indicates grounded .
