1974 steering column

Is a '74 non-tilt, floor shift steering column supposed to lock? The ring is present, but no pin.

If this is in the wrong forum, feel free to move it.

I would assume that the steering should lock same as any other GM Saginaw column '69 thru whenever they changed , and it probably would have had a key release lever on it in lieu of the bowl turning.

Cannot find a good picture, though.

I just checked an early standard non tilt column i have and it will not lock.
The key is missing but it's in the lock position... has "lock" written on the column and a line on the thumb tab that lines up.
