Vortec heads? If so, self-aligning rockers? If yes to vortec, and no to self-aligning rockers, that's what you need.

At the very least say what engine it is, any modifications, enhancements, or lack thereof. We need more info, and pics dang it, post up pics of the offending problem

I would suspect a wiped cam lobe knowing nothing else about it.

I asked about vortec heads because I encountered a similar situation, also #7. I didn't know it needed self-aligning rocker arms, or guide plates. The rocker rotated off the exhaust valve.

You said it still made the noise rotating by hand. Did the pushrods move up and down? I wouldn't run it until a thorough investigation was done

You can see if the cam lobe is wiped. See if number 7 valves open as far as number 5 valves. You can usually just Eyeball it. But a cheater trick is lay a business card up against the valve spring make a mark on the card with a pin to represent full open and full closed . Use your card to compare on your other valve. Are you sure you don't have a broken valve spring. You can hear them pop when you rotate the motor and they can cause a miss.
