Replaced the diverter valve today. Fuel gauge now reflects fuel level in both tanks accurately. Will check to ensure truck runs with selector switch in both positions the next day that is semi-warm. Feel pretty confident I have two functioning tanks now. Thanks to everyone who contributed.
