if memory serves, there is a plastic sleeve that the wire goes through.
Crap, I forgot about the sleeve!

The sleeve slides out the bottom of the column.

I had to remove the steering wheel to get the new cruise control wire in.

Yes it does. I had to remove the steering column to get the wire in. I pulled the sleeve out, has a slit down one side, placed it back on the wire when I got done.
