About all that can be done is have them re-chromed or buy new ones.

I would try a good polish first, looks like someone painted the bottom part of the caps with black paint. It should come right off. But I agree, best bet is probably to buy new.

I will try that and yes original owner painted them I was thinking of chrome vinly wrap or to recrome them how much would it be to rechrome them ?
