I removed the step bumper from my truck. In so doing one bolt broke and another had to be cut off. It's a painted step bumper. I am thinking about welding new bolts in so I can grind the heads off to eliminate the the bolts on the bumper. Then get the whole thing chromed. What are your thoughts?

People used to do that all the time, although they usually smoothed and painted the bumpers. If you chrome it, the exterior metal finishing needs to be flawless and if you ever have to remove the bumper again, better hope a bolt doesn't break. If it does, you have to redo your work again AND pay to have it chromed again.
