Broken backing plates

I am replacing the wheel cylinders on my repaired backing plates, and I had to use a cold chisel to cut free the rusty bolts. Well I managed to cut through the bolts, but I also blew out the bolt holes on the backing plate. The hole is now open to the large hole through which the wheel cylinder is placed. I'm pretty sure I can't roll like this.

I'm thinking of laying down some Quiksteel or JB Weld on the remaining metal around the bolt hole and setting a washer on it, and then running a slightly longer bolt. Would this hold?

Probably should have taken these off when the backing plates were already off the truck...d'oh!

If the backing plates are rusty, I would seriously consider replacing them. After all this is the brakes we are talking about.
