Above the radiator. It's too bad yours is gone. DEQ will use a generic version for their decision I'm sure, if they're even giving half of two fux about it. If it has cats and makes smog under specs, it should still be ok.

All this for reference, giving you something to look for and consider. Bring up the deficiencies and see if he'll take less. Substantially less. Good luck.

Look in the glove box for the SPID sheet. It would also have a tag on the driver door frame with the GVW rating or inside the glove box. My door tags are gone, but I have the 8600GVW tag in the glove box. The rest of the story for the truck makes me think it is likely a California emissions truck. Especially since it came out of Arizona at some point. For $50, you can request the original vehicle invoice sheet for the truck by VIN number from GM Heritage. Based on what we have seen of the truck, I would expect the VIN to be CCS24"plant code""sequence number". If the Plant Code is an "L" or "Z", it's a California produced truck. My 1980 K25 with 8600GVW option was a Fremont, CA produced truck, but has the "NA5010 STD Emiss System" RPO code on the original invoice along with "F60028 H.D. FRT Springs".

Now that I'm looking at the vehicle information kit... it appears they didn't have an 8600GVW option in 79. I wonder if the emissions weight adjustment didn't kick in until '80? I know it was lower before, but it's surprising to me to see they only offered an 8200lb GVW option for the regular cab trucks.

$8000 is crazy town for that truck around here. You can get a much nicer one for that. Maybe he's wanting that because he dumped a bunch of money into new interior that he hasn't installed?

Only ever had a more modern vehicle they just plug into, so this will be a new experience for me. I know the quadrajet is a fairly emissions friendly carb, and I've read that retarding the timing and upping the idle while leaning out the air fuel screws is the way to go. That and getting it good and hot by driving for an hour beforehand. But this truck also sat in a field for 15 years and she's only got so much to give.
Cut a one port out of a junk car and attach it under the dash. Wire some of the pins randomly to 12v and tell them to plug it in….or kiss your azz!
Or change the ref address to anywhere outside Porthole or Medford proper where there’s no requirement over 20 yrs old.
Or if you’re bent on following the stupid rules just get a baseline test for free to see where it stands.

^Oops I replied to an old question. Answer remains unchanged though.
Easier ways to get er done than spending a bunch of time and $ when it could be spent on horsepower or paint.

After doing more looking at the market, I agree. At most I'd say its a $5000 truck if I'm being generous, probably more like $4000. The seller is doing some odd things. I didn't hear anything from him for 2.5 weeks. He left me know yesterday he it to a local classic car shop and has them swapping all the fluids + fixing some ignition issue with the steering column. Which I'm sure will be $$$. He said it will be a few more weeks until its ready.

I'll go check it out and offer him what I think the truck is worth, likely hear its too low, and tell him to call me if he changes his mind. In the meantime I've been keeping my search going. Thanks for replying everyone!

There are plenty of these trucks available locally at various price points, so don't let a hinky seller keep you from buying one.
