1978 Chevy c20 vin number mystery

I recently purchased a 1978 Chevy c20 truck and just looked at the title and cant figure out the vin.
The vin is TEX108556
It has a thick metal plate attached to the drivers b pillar.
Cant find any info on this vin. Any help would be appreciated

It's a state issued VIN, they are issued to rebuilt vehicles in some states.
