It is probably a vacuum modulator. $25.00 part 30 minute fix. No special tools not even a jack if you are skinny like me.

That cross member is for the under mount spare tire. My 76 is a factory bed mounted spare and does not have one. My 79 has the spare...

I'd tighten the bolts until the break, probably less than one turn, then they'll be short enough to come up out and you won't have to...

I'd undo the 8 bolts holding the bed down and pop it up before doing any cutting or loosening the fenders from the bed. K
