So…the actuator. Is there a door for fresh air in the plenum?

Oh I'm sorry I meant to answer that part of the question, but glad you figured it out. My only suggestion is to make sure the vacuum hose is up to snuff while your in there. You also might wanna check the wiper linkage and / or pull it to service it since you already have the cowling off.

I would lower the hood to about half way and the cowl will slip right out towards windshield
