Not a wire, that's a vacuum line. It goes to the A.I.R. control valve.

That's a matter of opinion. I would. Or at least plug it off so there is not a vacuum leak.

I'd just plug it unless the A.I.R. is needed to pass emissions, then I'd repair it. But I know Ohio doesn't have emissions testing any more in most if not all, counties.

Could it be a reason why my truck idles like ****? And by **** i mean it stumbles and surges a lot

I would plug it and see if it helps the idle. I know in my experiences small vacuum leak can make u think a world of things is wrong. And over time if u get a little time just replace it. But deff plug it off for the time being.
