running rich and wont idle when cold

So I currently have a 305 in my truck and it is running super rich and I don't know how to tune the carb correctly. When it is idling you can smell the fuel coming straight out of the exhaust and it also drips out of the tip. I am getting 18.5 mpg on the highway on a good day. Any help is greatly appreciated.
When I go to start my truck on a cold morning it won't idle so I have to keep pedaling it for 5-10 minutes before it will idle. Keep in mind it is anywhere from 20 below to 30 degrees f in the mornings.

What carburetor do you have? Is it the original quadrajet or has it been replaced.

Post a picture of passenger side of the carb if you can.

Not sure how but can not twist the choke and it's a quadrajet off an original 350 the choke is just a bar

18.5 is GOOD mileage for an old square truck. Sounds like the choke just isn't working.

Is it possible it's just condensation dripping out the exhaust? Is it possible it is just regular exhaust fumes associated with a cat-less exhaust?

Some pics will help. I seriously doubt there is liquid gasoline dripping out the tail pipe that is most likely condensate.

Is you choke similar to this?
Is it connected to the choke coil thermostat mounted in the intake?
Make sure the upper choke flap is all the way open when engine is warm, or if choke isnt connected.

I agree with others. You have condensation dripping from exhaust.

yeah my carb is similar to that one and choke is hooked up and is open when warm. Forgot to check if the choke was shut when it was cold.
