Where should I begin with an engine analysis?

I had a small block that slowly lost power once. It was a cam and timing chain issue

A correction on the carburetor. It's more likely a 1-barrel Rochester Monojet. The truck performance is getting worse by the day. Many years ago, I has an inline fuel filter installed. It wouldn't surprise me to discover that both fuel filters need to be replaced.
