Looks like some sort of a diaphragm or regulator, is the hose it's attached to a heater hose?

No it is attached to the exhaust manifolds on both sides .....

It's part of the emissions system, possibly leaking because of condensation in exhaust? Is it coolant?

Looks like the air check valve that comes from both exhaust manifolds for the air pump. The air pump injects air into the manifolds thru those valves.

finaly !!!, this is the photo i'm talking about :)

So is the other end of that hose connected to the water pump or intake manifold?

There should be no water there as that is part of the A.I.R. inection system. It dumps air into the exhaust to help with emissions.

I would think that the only way you could have water there is if somebody hooked it up wrong. The only other thing would be maybe condensation

Exactly, and they should both run together and into an outlet on the AIR pump. The air pump is turned by a belt and pulley, as the pump is rotated it injects fresh air into each manifold thru the check valves(circled in red) in your pic.
