Probably not cast but forged. That's why I would suspect this was a vendor or production change to cut cost. The ones being sold as HD probably required more operations than the ones made from round stock.

Just wanted to add that although not officially called the "plow package" also listed on my RPO's is Z75 Quad Front Shocks, K22 94 Amp Generator, F60 Front HD Springs. Can't imagine what kind of rare HD tow hooks would have been on.

I just ran across this thread while I was researching tow hooks. Don’t ask me why, just go with it lol. Apparently for the 81-91 trucks there were three different types of hooks, the standard one for the 4wd, a pair for the 2wd that had a more severe bend, and then these heavy duty kind that someone in that thread found on a 1 ton c&c. Just some interesting info that I hadn’t seen before.
